Hi. Laptop mode HP Envy 14 eb0008TXBios encountered the same issue. Any update or activity that require restart will stuck boot loop at Please Wait While We Install The System Update. At first thought due to windows update to Win11 but seems not. Some action that I did which does not solve the problem just wasting time on this newly purchased laptop, 4 days old.1. Reset Win11 with clean install - problem Install Win10 through bootable method, wipe clean - problem remain3. Try startup repair also failed. Suspect due to BIOS update which i performed on my 1st day using it initial setup, update all drivers and bios/firmware, through HP Support Assistant and manual download from it's webpage. But as I'm not able to roll back hence not able to confirm. Currently I avoid restart the laptop, just shutdown and start up back. Current workaround, when boot up, quickly press "F11". Then when Blue Screen appear with "choose an option", select "continue", then the laptop will boot to windows like nothing so frustrating buying this laptop and having this issue. Bought due to past good experiences with previous 2018 Envy 13 and current work/office provided laptop which is HP Elitebook 840 G6.

Do not share any of your personal information such as serial, phone number, email ID, etc. While you respond to that, try these steps - 1 Shutdown the computer. 2 Unplug all the Adapter and peripherals connected. 3 Remove the Battery. This step is not applicable for PCs with in-built batteries. 4 Press and hold down the power button for 15 to 20 seconds. 5 Plug-in the Adapter and put the Battery back into the computer. 6 Try to turn on the computer. If the computer does not boot up, try a system restore - 1 Shutdown the computer. 2 Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears. 3 Press F11 once for System Recovery. 4 Choose the Keyboard Layout. 5 Click on Troubleshoot. 6 Go to Recovery Manager and click on System Restore. 7 Choose a Restore point or a Restore date when the computer was working fine. 8 Click on OK to initialize the System Restore. Click here to find and install the same, if you haven't done that yet If the issue persists, try the below steps 1. Turn off the laptop. 2. Turn off your WiFi, or take the laptop to an area where there isn't any WiFi. If connected via Ethernet, unplug it. 3. Turn on the laptop. 4. Once it fully loads, then turn on your WiFi again. It should work now. Sometimes especially in 10 updates, including those that come after a reset, can get the computer stuck. It happens when an update fails, for whatever reason, and the device continually tries to get it to install over and over. Leaving you 'stuck'. Until you take away its ability to continue trying the update, hence the no WiFi, then it should load. If the above doesn't help, try the below steps 1. Power off the laptop. 2. Power on the laptop. 3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer shuts off. 4. Repeat this process a few times until you see the "Preparing Automatic Repair" screen. 5. Now you want to let the laptop boot to the "Automatic Repair" screen. 6. Click "Advanced Options" and then select "Troubleshoot". 7. Here you want to select "Refresh your PC", if you do not wish to erase data, or "Reset your PC" to erase all data and restore your system. 8. From here just follow the screen instructions until the recovery is completed. NOTE You will need to get into the "Advanced Options" in order to get the "Refresh Option". This choice will keep your data, but any programs installed will be lost.
